The pilot phase of first major project e-Kosh from NIC Chhattisgarh was inagurated by Hon'ble Chief Minister, Dr. Raman Singh on 4th November 2004 at
District Treasury of Raipur at 10:30 AM. The event started with remote inauguration of Korba treasury by the CM and finished successfully with CM receiving

The pilot phase implementation was taken up in Treasuries and sub treasuries of Raipur, Korba, Joint Director (Pensions), Raipur with central server architecture at Directorate of Treasuries, Raipur.
In the public meeting conducted latter in the premise of the district treasury, Raipur, Chief Minister appreciated the efforts of the department of treasuries and NIC and congratulated Finance minister,Secretary (Finance), Director (Treasuries), DG NIC, SIO,NIC for maintaining the time frame in achieving the task. The project had successfully rolled out for implementation in all 17 Treasuries, 46 sub treasuries, 3 divisional joint director offices in the state w.e.f 1/4/2005. Satellite Network Diagram
Details The project has been taken up on turn key basis by NIC & NICSI where NICSI facilitates the procurement of VSAT equipment, hardware, software and provides manpower for implementation support through empanelled vendor. NIC will develop the software for the sub systems of treasury viz. Payments, Receipts, Pensions, Work Accounts, Deposit Accounts & Stamp Accounting. The total project cost is of Rs. 11.54 crores which is for a period of three years. Under the project VSATs are to be installed at Directorate, JD Office, District Treasury and Sub Treasuries duly connected to the clients and server at the location, to form a Virtual Private Network (VPN) for the department in the state. Central Server Setup consisting two 2U - servers clustered with each other with common SAN area of 500 GB is being located at Data Management Center (DMC), Directorate, Raipur. These 2U-servers work in mirroring such that if one server crashes by any means, the second server takes the charge automatically. SAN area is to be used as common storage area for the required data of all the treasuries. All the locations access this server through VSAT network for checking the budget before passing of the bills. Concurrent information on payments and receipts will be passed to the server to provide latest classified information to the government. Disaster Recovery Center (DRC) is prepared at Bilaspur which is at a distance of 115 km from Raipur with similar setup as that of DMC. SCPC VSATS are suggested for DMC & DRC to ensure maximum outbound data transmission where as DVB VSATS are to be set up in other locations. In case of any natural calamity viz. floods, fire, and in the worst case of even earth quake, the DRC server will be in a position to take over the database needs with out any delay. The data on the server at DRC will be automatically refreshed for every transaction that takes place on the central server. The project has been split in to two phases. In the pilot phase, offices in Raipur Directorare, JD (Pensions) office, City treasury. District treasuries of Raipur, Korba and their sub treasuries, Disaster Recovery Centre and Datamanagement center are being covered. The 2nd phase will cover all the remaining treasuries, JD offices and sub treasuries in the state. All these are expected to be covered by March 31st, 2005 as government took the decision to implement the software in all the treasuries from April 1, 2005 to ensure all transactions and processing take place online. The e-Kosh software covers the sub systems of treasury: Payments, Receipts, Deposit Accounts, Works Accounts, Pensions & Stamp Accounting besides providing the facility of electronic data transfer to AG office and Reserve Bank of India at a latter date.
